Jessica McLarty, P.E. #106167, Pflugerville, TX; Case Number D–37033
Violation: Ms. McLarty failed to practice engineering in an adequate, careful, and diligent manner, and thereby, endangered the public health, safety, and welfare.
Act/Rule Violated: 22 TAC §§ 137.55(a) and (b) and 137.63(b)(6).
Resolution: Two Year Probated Suspension contingent on remittance of an Administrative Penalty of $5,000.00 and successful completion of Texas Tech University Engineering Ethics Intermediate Course. Ms. McLarty also agreed to cease and desist practicing engineering related to designing vertical steel reinforced structures that require a professional engineer’s seal under the Texas Engineering Practice Act or local codes.

Justin William Hall, P.E. #124037, Little Rock, AR; Case Number D–37885
Violation: Mr. Hall failed to practice engineering in a careful and diligent manner by issuing twenty-nine misleading engineering documents and assisting and facilitating a non-registered business entity in the unlawful practice of engineering on thirty-two Texas projects.
Act/Rule Violated: Tex. Occ. Code §1001.405(b)(1) and 22 TAC §§ 137.51(d), 137.57(a)(3), 137.63(c)(1) and 137.77(a) and (d).
Resolution: One Year Probated Suspension contingent on remittance of an Administrative Penalty of $3,446.00 and successful completion of Texas Tech University Engineering Ethics Basic Course.

Mingqiao Zhu, P.E. #90811, Sewickley, PA; Case Number D–37787
Violation: In another jurisdiction, Mr. Zhu aided and abetted an inactive engineering firm in the illegal practice of engineering and signed and sealed engineering documents that were not prepared under his direct supervision. Mr. Zhu failed to properly and promptly notify the Board he had been disciplined by another jurisdiction's regulatory agency.
Act/Rule Violated: 22 TAC §137.5(c) and in accordance with 22 TAC §137.65(b), if Mr. Zhu’s conduct had occurred in Texas, his actions would have violated 22 TAC §§ 137.51(d), 137.57(a), and 137.63(a), (b)(3), (b)(4), (b)(6), (c)(1) and (c)(6).
Resolution: One Year Probated Suspension contingent on successful completion of Texas Tech University Engineering Ethics Basic Course.

Ram Autar Goel, P.E. #111932, Tampa, FL; Case Number D–37831
Violation: In another jurisdiction, Mr. Goel failed to practice engineering in a professional, adequate, careful, and diligent manner so as to protect the health, safety, and public welfare.
Act/Rule Violated: In accordance with 22 TAC §137.65(b), if Mr. Goel’s conduct had occurred in Texas, his actions would have violated 22 TAC §§ 137.55(a)–(b), 137.57(a), and 137.63(a), (b)(4), and (b)(6).
Resolution: Formal Reprimand and requirement to submit the Certificate of Completion for the Advanced Engineering Professionalism and Ethics course as mandated by the Florida Board of Professional Engineers.

Ryan Welsey Hanemann, P.E. #94200, Metairie, LA; Case Number D–37873
Violation: Mr. Hanemann, in another jurisdiction, failed to complete the required 30 Professional Development Hours (PDH) of continuing education for a biennial renewal period and falsely attested he completed the 30 PDH of continuing education for a biennial renewal period. Mr. Hanemann failed to properly and promptly notify the Board he had been disciplined by another jurisdiction's regulatory agency.
Act/Rule Violated: 22 TAC §137.5(c) and in accordance with 22 TAC §137.65(b), if Mr. Hanemann’s conduct had occurred in Texas, his actions would have violated 22 TAC §§ 137.17(p)(2)–(p)(3) and 137.63(a) and (b)(6).
Resolution: Formal Reprimand.
